Energy Competition Task Force – Review of EDB-Initiated GXP investments
The Task Force has identified further work that will benefit from the joint expertise and powers of the Commission and the Electricity Authority, and MBIE working together. A key project is the Commission led review of EDB-initiated GXP investments.
The Electricity Authority and Commerce Commission jointly established the Energy Competition Task Force (Task Force) in response to the fuel shortage and sustained high wholesale prices in August 2024.
The intent of the Task Force is to encourage more and faster investment in new electricity generation, boost competition, enable homes, businesses and industrials to better manage their own electricity use and costs, and put downward pressure on prices.
In April 2026 the Task Force announced a revised set of collaboration priorities. More information on these can be found on the Electricity Authority's websiteopen_in_new.
Issues paper open for submissions
A collaboration priority that is led by the Commission is improving investment decisions by lines companies (EDBs) – including by harnessing alternatives such as network pricing, local battery storage and flexibility services – in order avoid the need for transmission investments at grid exit points (GXPs).
The Commerce Commission has published an Issues Paper which examines a sample of recent and proposed EDB-initiated GXP investments and seeks stakeholder views on whether current arrangements provide sufficient assurance that these investments are efficient, proportionate to network needs and deliver value for consumers.
Information on how to make a submission can be found in the paper. Submissions are due by 5pm on Tuesday 15 December.
