Information Disclosure
We use information disclosure as a tool to regulate suppliers that provide water supply and/or wastewater services.
Our role
One of the key tools we use for economic regulation for the water sector is information disclosure (or ID) – a form of economic regulation that promotes transparency by requiring regulated suppliers to publicly disclose certain information about their performance.
We take that information, analyse it, and publish it in a manner that makes it easier to compare between regulated suppliers, and look at trends over time.
By shining a light on what’s going well and identifying and monitoring areas for improvement, we can encourage your local water service provider to improve efficiency and quality and incentivise it to innovate and invest for the long-term benefit of consumers.
Progress to date
Invitation to submit on ring-fencing discussion paper
As part of our ongoing work establishing our economic regulatory regime, we published our discussion paper on ring-fencing revenue for regulated water services on 22 April 2026. We are seeking stakeholders’ views on the scope, operation, and monitoring and enforcement of the ring-fencing principle. Our aim is to ensure there is transparency and effective oversight of how revenue and funding for regulated water services are used. Our package of consultation documents set out more detail. Submissions are due by 5pm on 5 June 2026. Please contact us by email to provide your submission in relation to this paper.
Final determination
On 24 February 2026, we published our final decision package on information disclosure for water service providers. We expect regulated suppliers to fully comply with our ID requirements from the start dates. See our package of documents below.
If you are providing information disclosures to the Commission via email, please send these to infrastructure.regulation@comcom.govt.nz.
