2026 Review of the Measuring Broadband New Zealand programme
We are consulting on the future shape of the Measuring Broadband New Zealand (MBNZ) programme, including the minimum scope needed to continue providing consumers and industry with information about broadband performance.
The MBNZ programme monitors and reports on broadband performance across New Zealand and is an important part of our work to meet our obligations under section 9A of the Telecommunications Act. The programme uses an independent testing provider to assess broadband services and publishes results on key performance measures, including download and upload speeds, latency, video streaming, service reliability, and online gaming performance.
The MBNZ programme is designed to provide consumers with independent information on broadband performance across different providers, plans, and technologies, to help them choose the best broadband for their homes.
The current contract with independent testing provider Cisco for the Measuring Broadband New Zealand programme delivery expires December 2026.
We will be seeking stakeholder views to help inform the future monitoring of broadband performance. This is to ensure the information we provide helps consumers choose a broadband service that delivers the experience they expect, and to ensure our monitoring evolves to reflect the changing mix of technologies and services.
