Redclyffe 220kV switchyard resilience

Transpower have notified us of their intention to plan a major capex project at its Redclyffe substation.

This potential investment has been identified by Transpower as the Redclyffe substation is prone to flooding, similar to that during Cyclone Gabrielle on 14 February 2023, which lead to interruption to power supply in the greater Hawke’s Bay region.

On 22 May 2025, Transpower and the Commission agreed to a consultation programme, and timeframes for the submission and consideration of major capex proposal (MCP). On 12 June 2025, Transpower submitted to the Commission, its proposal for Redclyffe 220kV switchyard resilience MCP.

On 9 December 2025, we have published our Draft decision on Transpower’s Redclyffe MCP proposal, and a Notice of Potential amendments to Transpower Capital Expenditure Input Methodology – Transpower major capex incentive provisions. 

On 5 February 2026, we published submissions received on the Draft decision for Transpower’s Redclyffe MCP, the Proposed amendments to the Transpower Capex Input Methodology Determination and the accompanying Draft decision reasons paper.

On 24 February 2026, we published a cross-submission received on the Draft decision for Transpower's Redclyffe MCP.
