Mobile Termination Access Services review 2024/25
Mobile Termination Access Services (MTAS) are wholesale services that a mobile network operator needs to enable its subscribers to communicate (either by way of a voice call or SMS) with subscribers of another mobile network.
Under the Telecommunications Act 2001 (the Act), the Commission is required once every five years to consider whether there are reasonable grounds to commence an investigation into the deregulation of certain services, including MTAS.
MTAS became a regulated service on 23 September 2010. The Commission completed a review in 2015 and 2020, where no reasonable grounds were found.
On the 25 March 2025, we announced our final decision, that reasonable grounds now exist, and to commence an investigation to determine whether MTAS should be omitted from Schedule 1 of the Act.
