Every five years, the Commission is required to consider whether there are reasonable grounds for commencing an investigation into whether any services should be omitted from the list of designated or specified services in Schedule 1 of the Telecommunications Act 2001 (Act).

As markets evolve at both the retail and wholesale level, wholesale service providers can face increased competition, to an extent that it may no longer be necessary to mandate access to a service through Schedule 1 of the Act.

The Commission was required to consider whether there are reasonable grounds for commencing an investigation into whether these services should be omitted from Schedule 1 by 30 June 2021.

The services under review were:

  • interconnection with a fixed public switched telephone network (PSTN) (origination and termination of calls)
  • local telephone number and cellular telephone number portability services
  • co-location on cellular mobile transmission sites.

Our final decision is that there were not reasonable grounds to commence an investigation for any of the relevant services at this time.

Our next review is due by 12 May 2026.
