Investigation of the Mobile Termination Access Service

We are reviewing whether the continued regulation of Mobile Termination Access Service is still necessary to promote competition.

Mobile Termination Access Service (MTAS) is a wholesale service that enables off-net voice calls and SMS by allowing one network to terminate traffic on another mobile network.

In March 2025, the Commerce Commission found there are reasonable grounds to commence an investigation into whether the mobile termination access service (MTAS) should be omitted from Schedule 1 of the Telecommunications Act 2001 (Act).

We commenced our investigation on 25 March 2025.

We are currently consulting on a draft report and will prepare and deliver a final report to the Minister by March 2026.
