Legal and economic framework for reasonable grounds assessments

The Commission has published a framework for assessing whether there are reasonable grounds to commence an investigation into the regulation of designated or specified services, and regulated fibre fixed line access services under:

• Section 210 of the Telecommunications Act 2001, and
• Schedule 3, Part 1, clauses 1(1) and 1(3) of the Act.
