Chorus's fibre price-quality path from 2029

Chorus’ third regulatory price-quality path applies from 1 January 2029.

Since 1 January 2022, providers of regulated fibre fixed line access services (FFLAS) have been subject to regulation under Part 6 of the Telecommunications Act 2001 (the Act). Chorus Limited (Chorus) is the only Local Fibre Company (LFC) subject to price-quality (PQ) regulation under Part 6 of the Act in respect of the services specified in reg 6 of the Telecommunications (Regulated Fibre Service Providers) Regulations 2019.

Price-quality regulation

The price-quality path we set limits the total revenue Chorus can recover from providing regulated fibre services and the quality at which those services are provided. The price-quality path is intended to create incentives for Chorus to act in ways that are consistent with the long-term benefit of end users, such as creating incentives to invest in its network, to innovate and improve efficiency, and to deliver services at a level that meet end-user demands. We are preparing for the third implementation of the Fibre Price-quality (PQP3) regime.

While PQP3 will start on 1 January 2029, we are determining the length of the regulatory period to create certainty for Chorus when engaging the independent verifier and to assist with planning as it prepares its PQP3 proposal. 

Consultation on our draft decision for the term of the regulatory period

We are seeking stakeholder views on our draft decision on the duration of the third regulatory period for Chorus' price-quality path.

The submission period will close on 12 June 2026.  We will publish public submissions but at this stage do not intend to invite cross-submissions.
