The Register of Chorus' non-retail users lists those users that Chorus may supply telecommunications services to.

Chorus must not supply telecommunications services to a user if that user will consume 25% or more of the services supplied.

We manage applications to add users to the register, make this information public, and receive complaints about the inclusion of users on the register.

Make an application to be added to the register

Applications to add a user to the register of non-retail users can be made by either the user or Chorus.

Chorus or any user of telecommunications services may make a written application to the Commission to add the user's name to the register.

We publish notice of each complete application and add the user's name to the "Applications under consideration" table below. We endeavour to complete any assessment within 15 days of receiving a complete application.

If the user has been declared a network operator by the Minister, the user will meet the criteria for inclusion on the register.

If we decline an application, we will provide the applicant with a written explanation.

Keep up to date

If you would like to receive email updates on changes to the register, please email non-retail-register@comcom.govt.nz and include the following:

  • company name and postal address
  • contact person's name, job title
  • email address
  • phone number.

We will send notification of approvals for additions to the register to all registered email addresses.

Make a complaint

If you consider that Chorus is supplying telecommunications services to a user who is consuming 25% or more of the services provided themselves, you can make a complaint to us.

In your complaint you should include clear reasons why you believe a breach exists and provide any supporting documents you have.
