Voice services deregulation review
In late 2024, the Commission found there were reasonable grounds to start a fibre fixed access services (FFLAS) deregulation review under s 210(3) of the Telecommunications Act.
In this review we set out our recommendation to the Minister on whether Voice services should no longer be regulated under Part 6 of the Act, or subjected to Price quality regulation under Part 6 of the Act.
We have published submissions received on our draft recommendations paper and legal and economic framework. We welcome all interested parties to review and cross-submit on these submissions by 5pm on 17 December 2025.
Alongside the Voice services draft recommendations paper, we are also consulting on our draft legal and economic framework paper. We have applied this draft framework to this review of Voice services.
