Commission confirmed as independent regulator for development levies
The Government has announced further details of its reforms to infrastructure funding and housing growth, confirming the Commerce Commission will be the independent regulator of the new development levies system.
Development levies are an important tool for funding the infrastructure required to support growth, but the way they are calculated and applied can significantly influence housing costs and development investment.
A clear and consistent regulatory framework can help provide greater confidence in how levies are set and applied, supporting better infrastructure planning and investment outcomes for communities.
The system will help promote transparency and fairness in how levies are applied, building trust and confidence across councils, developers, and communities. We’ll achieve this by establishing nationally consistent methodologies for calculating development levies, setting information disclosure requirements and monitoring the operation of the system. We’ll also have a compliance and enforcement role.
Our team has already begun preparing for those responsibilities ahead of the legislation being enacted and we’ll continue to work closely with government agencies as the legislative process progresses.
