The Commerce Commission considers that 2degrees’s conduct between the period of July and November 2018 put at risk the integrity of the Measuring Broadband New Zealand (MBNZ) programme and public trust in the results. This is because 2degrees used a script to identify customers on its network that were MBNZ volunteers, and took some steps to try to enhance the performance of some of these volunteers. The MBNZ programme is run by the Commission and delivered by SamKnows Limited.
