Feasey report on telecommunications regulation in NZ
The Commission has published a new expert report on telecommunications regulation in New Zealand – covering its history, current state, and future direction.
The report is authored by Richard Feasey, an international expert in telecommunications policy and regulation. It is an extension of his earlier work for us on fibre telecommunications in NZ, published in May 2025, as part of the 2027 Fibre Input Methodologies Review.
In this latest report, we asked Richard to consider how New Zealand’s broader telecommunications regulatory and policy settings could be improved to better meet the objectives of the Telecommunications Act. Taking an international comparative perspective, his analysis reflects on how the market and regulatory environment has evolved since the Act was introduced in 2001.
We engaged Richard for his opinion as an independent expert, to provide an outside perspective on the regime. Accordingly, the contents of his report do not represent the views of the Commission.
We have published the report in the interests of transparency and are not seeking views in response. Where we consider the report is relevant to our work, we will provide our views on the report’s recommendations in our reasons and seek stakeholder views as part of our usual consultation processes.
