This decision paper sets out the Commission's final decisions on valuation implementation matters. For each of the matters, this paper summarises the main views provided by interested parties, the Commission's response to those views and its final decision. This paper covers only matters relating to distribution Electricity Lines Businesses (ELBs); the Commission's draft decision on the regulatory valuation method for system fixed assets for Transpower was subject to assessment of the implications for Transpower's pricing methodology. This matter will be addressed separately by the Commission. Final decisions in this paper regarding distribution ELBs should not be taken as applying to Transpower.
