The Commission will calculate the cost of the UCLL service using a forward looking cost based method. The method required by subpart 1 of Part 2 of Schedule 1 of the Act is the Total Service Long Run Incremental Cost (TSLRIC). The Commission is also obliged to follow the process set out in subpart 4 of Part 2 of the Telecommunications Act in relation to the pricing review applications.

Background
On 3 December 2012, the Commission released its final decision in relation to the UCLL benchmarking review. The Commission decided to set a geographically averaged UCLL monthly rental price of $23.52 coming into effect on 1 December 2014. Updated urban and non-urban UCLL monthly rental prices, of $19.08 and $35.20 respectively, were also set coming into effect immediately. New UCLL connection charges were also determined along with relevant updated prices under Unbundled Bitstream Access and Sub-loop Services Standard Terms Determinations that were affected by the UCLL benchmark data update.
