On 28 January 2010, Callplus, Kordia, Orcon and Vodafone  wrote to the Commission raising an issue with the pricing of the Telecom (Wholesale) UBA services that are taken in conjunction with Telecom (Chorus) services - namely the regulated Sub-loop UCLL service (the copper line between the end user and the cabinet) and the commercial Sub-loop Extension Service.

A Draft Clarification was released for consultation on 28 May 2010. Submissions  and cross submisssions were received, and the Commission released its Final Clarification Decision on 14 October 2010.
