Thresholds for Control 2004-09

The Commission decided to retain the two existing thresholds:

(i)  a price path threshold, representing the expected annual change in lines business average prices with new parameters applying in a CPI-X form; and

(ii)  a quality threshold, comprising a reliability criterion and a consumer communication criterion.

The Commission allocated lines businesses to four groups, each of which was assigned a different price path.  

Transpower's thresholds have been reset each year from 1 July 2004 to 30 June 2008. Between 1 July 2008 and 30 June 2010, Transpower is subject to the thresholds applying under its administrative settlement with the Commission.
