Each year the Commerce Commission identifies the specific group of qualifying liable persons that are required to pay the TDL.

At the end of each financial year, the Commerce Commission assesses each qualifying liable person's qualified revenue, which the Commission uses to determine how much of the TDL each qualifying liable person has to pay.
