The liability allocation determination for the 2011/12 Telecommunications Development Levy (TDL) covers the period from 1 July 2011 to 30 June 2012.

The 2011/12 TDL liability allocation process commenced in February 2012 with the release of the TDL Liability Allocation discussion document, which outlines the processes the Commerce Commission proposed to implement to manage the new levy. Submissions on this discussion document highlighted the need for further policy development and stakeholder consultation.

The Commission undertook further work on two specific areas:

  1. Liable Persons
  2. Qualified Revenue

The additional policy development and stakeholder consultation processes delayed progress with the liability allocation determination for the 2011/12 TDL. However, these additional processes have been completed and the Commission have identified those liable persons that have qualified to pay a portion of the 2011/12 TDL. These qualifying liable persons were sent notices requiring them to provide information on their qualified revenue by 12 April 2013. The draft 2011/12 TDL liability allocation detetermination has now been released.
