Unison Post-Breach Inquiry

On 9 September 2005, the Commission published in the New Zealand Gazette its intention to make a declaration of control under Part 4A of the Commerce Act 1986 (now repealed), in respect of electricity distribution services supplied by Unison Networks Limited (Unison). Unison is a distribution business that supplies distribution services to electricity consumers in the Hawke's Bay, Rotorua and Taupo regions.

Subsequently, on 31 August 2006, the Commission received an administrative settlement offer from Unison. Having reviewed Unison's offer, on 29 November 2006 the Commission published its draft decision not to declare control of Unison.

On 11 May 2007, the Commission issued its final determination to accept the administrative settlement offer provided by Unison. As part of the settlement, Unison reduced its average electricity line charges, and rebalanced its charges to consumers. Unison remained subject to the existing price-path and quality thresholds set by the Commission under Part 4A until 31 March 2009.
