Review of Regulated Services

On 19 December 2006, the thirteen designated and specified services originally incorporated within Schedule 1 of the Telecommunications Act 2001 were due to expire. Section 65(1)(a) of the Act set out that every designated or specified service expires on the expiration of five years from the date on which the service came into force, unless the period is extended in accordance with this section.

On 16 November 2005, the Commission commenced an investigation into whether or not to extend the period of regulation of ten designated and specified services (the interconnection, retail resale, national roaming, and number portability services and co-location on cellular mobile transmission sites).

On 28 August 2006, the Commission released its final report on the investigation and recommended to the Minister of Communications that all ten services under review be extended for a further two year period.

The Commission is currently considering whether the services Telecom provides to other telecommunications companies to be resold should be deregulated.
