Default price-quality path compliance

Non-exempt electricity distribution businesses are required to submit an annual compliance statement that assesses their compliance with the default price-quality path.

Non-exempt electricity distribution businesses (EDBs) are required to submit annual compliance statements. In their compliance statements, EDBs are required to assess their own compliance against the relevant default price-quality path determination.

The compliance statements submitted for the 2011, 2012 and 2013 assessment periods were produced under the Electricity Distribution Services Default Price-Quality Determination 2010. For the 2014 and 2015 assessment periods, compliance statements were prepared under the Electricity Distribution Services Default Price-Quality Determination 2012 (with the exception of Orion New Zealand Limited, which remained subject to the 2010 determination until its CPP took effect on 1 April 2014).

The compliance statements for the 2016 to 2020 assessment periods will be prepared under the Electricity Distribution Services Default Price-Quality Path Determination 2015 (with the exception of Orion New Zealand Limited, which remains subject to the Orion New Zealand Limited Customised Price-Quality Path Determination 2013 until the end of the 2019 assessment period).

Summary of price-quality compliance for assessment periods between 2010 and 2017

The tables below provide a high-level summary of compliance with the price path and quality standards for each completed assessment period between 2010 and 2017.

The Commission has completed its assessment of the reported compliance for the years 2011 to 2016 and is presently assessing the reported compliance for 2017.

*Vector Limited breached its price path by over-recovering revenue in 2014 and 2015. Details of the settlement can be found in our media release.

**Compliance with the quality standards was not assessed in 2011, being the first year of the regulatory period. EDBs were, however, still required to report on the reliability assessment for 2011, as this is relevant to assessing compliance with the quality standards in later years.

Note: Further instances of non-compliance with the requirements may be identified at a later stage. These will be communicated as and when they are identified.
