On 6 June 2008, the Commission issued Terms of Reference for a review of international best practice in numbering administration, to compare best practice with the current New Zealand regime.

Market liberalisation, the rise of competition and advances in technology has given numbers a significant economic dimension. Numbering has been recognised as a scarce national resource, driving the need to ensure optimum utilisation and the promotion of competition. Internationally, numbering plans have been reviewed to ensure their continued relevance in light of changing market conditions.

The Commission released the draft report on Numbering Management in New Zealand on 28 August 2008. The final report was released on 5 December 2008.
