Under the MTAS STD  the Commission is monitoring the mobile market to determine whether cost-based MTRs are addressing the competition concerns that were considered in the MTAS STD decision.

2degrees, Telecom and Vodafone are required to report to the Commission within 20 working days of the end of each month on:

  • on-net and off-net traffic volumes for MTM calls and SMS
  • total customer numbers and customer churn-rates
  • revenue and average prices for on-net and off-net MTM calls and SMS.

The Commission will consider the information provided by 2degrees, Telecom and Vodafone on a monthly basis, and publish  regular reports.

The Commission will report on whether the information from 2degrees, Telecom and Vodafone shows an increase in cross-network traffic for voice and SMS, and a decrease in the difference in prices between on-net and off-net calls and SMS.   The Commission  may also comment on other qualitative factors regarding the mobile market.

The Commission's reports will provide comment on whether the Commission continues to have concerns (as expressed in the MTAS STD)  that suggest  a condition limiting on-net off-net price discrimination may need to be imposed.
