The initial default price-quality path (DPP) applying to gas pipeline services will apply from 1 July 2012. Matters relating to customised price-quality paths are currently being developed as part of input methodologies.
The main features of default/customised price-quality regulation include:
- a DPP, a default set of regulatory provisions, covering both price and quality which applies to all regulated suppliers;
- the ability for individual suppliers to make proposals to the Commission for a customised price-quality path to better meet the supplier’s particular circumstances; and
- penalty provisions for breaches of price-quality paths.
