CHAIR: I would like to welcome everyone to the second day of this proceeding on the form of control with respect to the authorisation for the control of supply of natural gas distribution services by Vector and Powerco. This is a session that was added as a result of a request from Powerco to defer our session with them and the Commission, in the circumstances, is quite understanding of the need to do that. I will not read out the opening comments, other than to say that today we aim to finish at 1 o'clock.

The second is to confirm the dates and set out the process for the Commerce Commission's (Commission's) conference on the form of control to be imposed on Powerco Ltd and Vector Ltd (the 'controlled businesses').

On 27 July 2005 the Minister of Energy announced the decision to impose control over the gas distribution services of Powerco Ltd. ('Powerco') and Vector Ltd. ('Vector') (the 'controlled businesses'). The Minister made this decision based upon, among other advice, the recommendations of the Commerce Commission (Commission) in its Gas Control Inquiry Final Report. Control was implemented by way of an Order in Council ('the Control Order'), and took effect on and including 25 August 2005.
