2010-2015 Default Price-Quality Path

This discussion and draft decisions paper sets out a proposed adjustment to the 2010-2015 DPP so that an EDB's pricing behaviour within the regulatory period cannot affect the trajectory of its price path.

Also included in this discussion and draft decisions paper are initial views on both the impact of the draft IMs and the increase in GST from 1 October 2010 on the 2010-2015 DPP.

A fundamental component at a default price-quality path is the starting prices that are specified for each regulated supplier. One option available to the Commission is to adjust starting prices based on the current and projected profitability of each supplier.

Developing New Price-Quality Regulation to Apply to Transpower

The requirement to develop and apply a new type of regulation to Transpower is one of the key changes to the Commission’s regulatory responsibilities under the Commerce Amendment Act 2008.
