On 30 June 2011 the Telecommunications (TSO, Broadband, and Other Matters) Amendment Act 2011 (the Amendment Act) received Royal Assent. Section 74(1) of the Amendment Act requires that the Commerce Commission (the Commission) must prepare a standard terms determination (STD) under section 30M for Chorus's UCLFS before separation day.
The Commission released a draft UCLF Service STD on 16 September 2011. Submissions on draft UCLF Service STD were received on 5 October 2011 and cross-submissions on draft UCLF Service STD were received on 12 October 2011. The Commission received additional information from Chorus on 28 October 2011, and comments on that information were reveived from CallPlus and Vodafone on 9 November 2011.
On 24 November, the Commission released its final UCLF Service STD. This STD is available to Access Seekers from Telecom's separation day, as required by Section 74(2) of the Amendment Act.
