The Minister of Commerce, under Part IV of the Commerce Act, and the Minister of Energy, under Part II of the Ministry of Energy (Abolition) Act 1989, may request the Commerce Commission to prepare a report on the control of certain goods or services in specified markets. The Commission may also conduct an inquiry on its own motion and prepare a report to the Minister.
Regulatory control reports may contain a recommendation as to whether the Minister should recommend to the Governor-General that the specified goods or services should be declared to be under regulatory control, that an existing order should be amended or revoked, or the nature or level of the thresholds for control.
