Interconnection Overview

Under the Telecommunications Act 2001, access seekers may apply to the Commission for a determination of all or some of the terms on which the following interconnection services must be supplied by the relevant access provider:

  • Interconnection with Telecom’s fixed Public Switched Telephone Network
  • Interconnection with fixed Public Switched Telephone Network other than Telecom’s

When the Commission makes a determination on interconnection that includes price using the relevant initial pricing principle, any party to that determination may apply for a review of the price using the relevant final pricing principle.

This section of the website contains all documentation relating to applications that the Commission has received for  interconnection determinations, all interconnection determinations that the Commission has released, all documentation relating to interconnection pricing reviews, and the Commission's work on TSLRIC (Total Service Long Run Incremental Cost).

Total Service Long Run Incremental Cost (TSLRIC)

Total Service Long Run Incremental Cost ("TSLRIC") is a forward-looking cost based methodology that may be used by the Commission when conducting pricing review determinations.  The Commission has carried out consultation with industry on how to define acceptable parameters and assumptions in the application of TSLRIC, and has published two discussion papers and a principles paper on this subject.
