2012 Default Price-Quality Path

Under s 55E(2) of the Act, the Commerce Commission is required to set an initial default price-quality path for GPBs as soon as practicable after 1 July 2010.

The purpose of the Draft Reasons Paper and Draft Determinations is to provide reasons that underpin our draft decisions for setting default price-quality paths for suppliers of gas distribution and gas transmission services.

Important notice

The Commerce Commission published its Input Methodology Determinations for suppliers subject to Part 4 of the Commerce Act 1986 on 23 December 2010. The Commission’s Information Requests for starting price adjustments will ask suppliers to provide financial information that is consistent with the applicable input methodologies. This will require suppliers to undertake a series of processes and calculations that are subject to certain audit and certification requirements. For example, suppliers will be allowed to make certain adjustments to their existing initial regulatory asset base values, subject to appropriate audit and certification (eg, an independent engineer must assess all adjustments to a supplier’s initial regulatory asset base value). 

The Commission advises that suppliers should make all the necessary arrangements to ensure they are in a position to complete the Information Requests for starting price adjustments by any due dates, to be specified by the Commission. Due to the tight statutory timeframes that the Commission is working to, it is unlikely that the Commission will grant any extensions to complete the Information Requests.

A fundamental component of a default price-quality path is the starting prices that are specified for each regulated supplier. One option available to the Commission is to adjust starting prices based on the current and projected profitability of each supplier.

On 24 July 2009, the Commerce Commission (“Commission”) issued a paper (“Process Paper”) outlining the process it proposed to follow in setting the initial default price-quality path (“DPP”) for suppliers of gas pipeline services (“GPBs”).
