Schedule 1, subpart one of Part 2 of the Telecommunications Act 2001 states that a competition assessment must be applied to the UBA Backhaul Service three years after the date on which the Telecommunications Amendment Act (No2) 2006 received royal assent, ie 22 December 2009.

The Commission gave public notice of the commencement of these section 30R reviews on 2 June 2010.
The final UCLL Backhaul STD report was released on 9 March 2011. The final UBA Backhaul STD erport was released on 23 March 2011.
