These were the requirements which Telecom used to prepare its first set of regulatory financial statements for the financial year ending 30 June 2009. The Commission, at the same time, published a companion paper explaining the reasoning and final decisions of the Commission in relation to the Requirements.
Prior to releasing the final regulatory requirements, the Commission undertook a consultation process during 2008 and early 2009. This included the Commission releasing a series of draft papers and receiving submissions on these papers. Telecom also presented the Commission with information regarding the capabilities of Telecom's accounting practices and systems.
Telecom published its first set of regulatory financial statements and regulatory reporting manual for the financial year ending 30 June 2009 on 18 December 2009. The Commission published its first summary and analysis of Telecom's 2009 regulatory financial statements on 15 April 2010. In addition, the Commission published new Telecom Accounting Separation Information Disclosure Requirements on 18 May 2010.
