On 4 November 2004, under the Telecommunications Act 2001, TelstraClear Limited filed an application for an access determination concerning access to a number of business retail services offered by means of Telecom's fixed telecommunications network.
On 3 December 2004, the Commission decided to investigate the TelstraClear Application in respect of access to five of the requested services.
On 9 September 2005, the Commission released its draft determination on the Application. Submissions were received from Telecom, TelstraClear and Maxnet on 23 September. Cross submissions were received from Telecom and TelstraClear on 20 October.
