- TelstraClear and Vodafone have jointly submitted a report by Network Strategies, which outlines what they regard as shortcomings in the current wireless cap calculation. They argue that all CNVCs can be served significantly more cheaply by a GSM mobile technology. Network Strategies asserts that adopting its approach will more than halve the TSO loss calculated by the Commission.

- Telecom has two main concerns with the CMAR costs used by the Commission - the operating costs and the cabling costs.
The operating costs associated with CMAR have not been updated to reflect the changes made in the 02/03 final determination to the way operating costs are incorporated in the model. - During the Commission's recent TSO wireless cap workshop, parties raised a number of issues concerning the accuracy of TSO wireless cap modelling and the procedures used to apply these caps into the TSO model. In this paper we present the results of our investigations into robust methodologies for calculating and applying wireless caps for the TSO model. In particular, we have examined the use of GSM mobile technology in delivering TSO services and have concluded the following:

- The TelstraClear submission recommended that: ""¦the Commission should select the technology [for the purposes of determining TSO compensation] that provides TSO services to those customers according to the standards required by the Deed at least cost."; Our 15 March 2006 report used a stylised example to show why, in the presence of competing technologies, the cost for one technology is a function of the tilts on all other technologies as well as on its own technology. The TelstraClear submission presumes that the 'cost' of a technology can be equated with its tilted annuity (derived independently from the tilts on other technologies). This is not a correct conception of 'cost'.

1) When using the Pathloss 4.0 modelling tool for the WLL system design, what is the minimum flat fade margin used in the link design?
2) In section 2.1 of the GQ-AAS subsidiary report provided at the workshop the point is made that ' "¦ only sample paths were assessed' Could GQ-AAS indicate please what percentage of WLL radio paths were analysed using the Pathloss 4.0 tool across the 20 ESAs?

The following table lists the number of clusters that implemented each radio type, for both total clusters and non-viable clusters. For comparative purposes, the wired clusters are also listed. - In the NGN proposed by Telecom, all current switched/TDM (time division multiplex) circuit and transport equipment will be replaced with IP equipment. In the TDM network the line card is in the switch; in the NGN it will be much closer to the customer - it may be where the existing cabinet is (through a media gateway, or MGW) or in the customer's premises (through an integrated access device (IAD), or similar).
